WASHINGTON (NEXSTAR) – In an historic move, U.S. Attorney General Merrick Garland announced the Justice Department is charging four Russian soldiers with war crimes.“The charges include conspiracy to commit war crimes, unlawful confinement, torture and inhuman treatment,” Garland said.Garland went on to say that it's the first time the U.S. has used the war crimes statute.According to the indictment, the Russian soldiers kidnapped, beat and tortured an American living in Ukraine during the Russian invasion.He announced, "We allege that as they interrogated him, they tortured him, they beat him again with a gun, they punched him in his chest and stomach, they threatened to shoot him.”Garland said the American victim wasn't participating in the war and was a protected person.“When an American citizen’s human rights are violated, their government will spare no effort and spare no resources to bring the perpetrators to justice,” Homeland Security Secretary Alejandro Mayorkas said.Mayork...Senate approves hundreds of military promotions after Tuberville ends blockade

Tommy Tuberville, (R-AL), held up the confirmations to protest a Pentagon abortion policy, which offers travel expenses and time off for service members and their dependents seeking legal abortions."This fight is not over," Tuberville said on the Senate floor Wednesday. In a brief press conference at 1:30 p.m., less than two hours after the first shots rang out, law enforcement said there was no further threat, but didn't give an update on the number of victims or the extent of their injuries. AUSTIN (KXAN) — A man was arrested on capital murder charges following a fatal shooting spree Tuesday in Austin and Bexar County.Austin Police identified the suspect as 34-year-old Shane James. AUSTIN (KXAN) — A second man was arrested and charged in connection with a November southeast Austin homicide investigation, according to Travis County court documents.Records showed 22-year-old Paul Andrew Palacios was booked into the Travis County jail Monday and held on a $600,000 bond.KXAN reached out to Palacios’ attorney. AUSTIN (KXAN) -- A new electricity supply chain map hopes to aid state emergency officials in preparing for or responding to weather emergencies and disasters.The Public Utility Commission of Texas shared Monday information on the Texas Electricity Supply Chain Map, created in April 2022. The map is used by the PUCT, the Railroad Commission and Texas emergency responders "to respond to issues in real-time through direct communication and movement of resources necessary for maintenance or repair of electric generation and transmission infrastructure," officials said in the Monday release.The map outlines facilities across the state that have been deemed critical infrastructure and are part of the state's electricity supply chain, such as electric generation plans, natural gas facilities and others.
